Jay Mathias

Deputy Director, Finance and Operations

Jay Mathias, HP+ deputy director for finance and operations, has 18 years of relevant work experience and expertise working on global USAID-funded programs. Jay manages much of HP+’s client reporting, operational oversight, financial tracking, and contractual compliance. He also brings extensive knowledge of the costs required to meet technical deliverables through proposal pricing experience, project implementation, and close-out. Since 2004, he has served in financial and operational capacities on the three predecessor projects to HP+. Jay’s ingenuity has produced user-friendly budget templates, cost share claim forms, forecasting templates, and operational guidelines, which allow program staff to more effectively execute their activities. From the proposal stage to project close-out, Jay has proven financial and operational expertise to successfully support USAID programs like HP+. He holds an MBA from West Virginia University and is proficient in American Sign Language.
