Overview

The economy of the Philippines has grown substantially in recent years, but these gains have not yet translated into significant improvements in the lives of many Filipinos. At 1.6 percent, the annual population growth rate remains one of the highest in Southeast Asia. A gap between actual total fertility and desired fertility signals that many Filipina women want to space or limit their pregnancies, but do not receive adequate family planning information, commodities, or services to do so. High rates of maternal and neonatal mortality and tuberculosis pose challenges to the health system; tuberculosis is among the top ten leading causes of mortality in the country, killing at least 60 Filipinos every day.

The government of the Philippines aims to ensure that every Filipino has access to affordable, high-quality healthcare that is efficient, equitably distributed, adequately funded, fairly financed, and appropriately used by an informed and empowered public. The country's approach to achieving universal healthcare includes financial risk protection through expansion of the National Health Insurance Program and improving access to high-quality healthcare services.

What We Do

Health Policy Plus is supporting the Philippine government's Department of Health to strengthen the health system by conducting the first-ever National Health Expenditure Survey, a nationally representative panel survey of households and medical providers. The survey collects information on individual healthcare use, spending, and financing, and verifies the findings with information collected from medical providers. These findings will help to generate evidence for increased, sustainable, predictable, and adequate financing for key health programs and to support the government in improving social health protection policy implementation. Survey results will also provide critical information on the impacts of various health sector reforms and enable monitoring of indicators related to achievement of universal health coverage. Specifically, Health Policy Plus is:

  • Providing technical support to complete the first round of implementation of the National Health Expenditure Survey
  • Providing additional technical support to the Department of Health to secure the necessary in-country ethical clearance for the survey; finalize the survey protocol and questionnaire; conduct sampling; and manage a third-party contract for data collection and processing
  • Designing and supporting survey data analysis
  • Supporting the Department of Health to finalize analytical reports and technical briefs related to the survey and to conduct dissemination and policy engagement activities

Webinar Features Fiscal Space Analyses of Indonesia and the Philippines

August 2020 — 

Since the emergence of COVID-19, the debate on whether health should be re-prioritized in government budgets with explicit allocations and earmarks has re-emerged. On July 27, an HP+ webinar featured recent analyses of fiscal space for health conducted by USAID’s ProtectHealth project in the Philippines and HP+ in Indonesia. In “Fiscal Space for Health in the Era of COVID-19: Constraints and Choices in Preserving Gains for Indonesia and the Philippines,” speakers—including high-level finance ministry officials from both countries—highlighted current fiscal constraints, government budgetary responses to the COVID-19 crunch on revenues, and possible avenues through which additional financing could be raised.

Health Policy Plus (HP+) is a seven-year cooperative agreement funded by the U.S. Agency for International Development under Agreement No. AID-OAA-A-15-00051, beginning August 28, 2015.
