With HEP+ Support, Guatemala Launches National Labor Training System

In February 2018 Guatemala's Ministry of Education (MINEDUC) launched its National Labor Training System (SINAFOL), which seeks to regulate and conduct professional development both within and outside of school systems to respond to the labor demands of the productive sector. SINAFOL will coordinate between public and private institutions to develop the qualified human capital that is necessary for a competitive and sustainable economy. HEP+ supported MINEDUC to conceptualize the system by analyzing and engaging existing professional training programs. Moving forward, HEP+ will continue engaging with public and private sector stakeholders to successfully implement SINAFOL throughout Guatemala.
In November 2018, Guatemala's national newspaper Diario de Centro America published a ministerial decree that formalized the institutionalization of SINAFOL, a critical step in establishing legal backing for the system and enabling its implementation. Following this, in January 2019, MINEDUC published two additional decrees to (1) support the creation of six new careers in order to expand opportunities for young people in the education system, and (2) create a system of skilled certification. HEP+ will continue to support the operation of SINAFOL and the skill certification system in coming months.
