Adaptive Learning and Implementation: How HP+ Supported Kenya's Government to Fast-Track the Budget Cycle

For several years, HP+ has supported the Kenya health sector’s medium-term expenditure framework (MTEF) process, both at the national and subnational levels, with the goals of increasing understanding of the multi-year planning and budgeting process and supporting evidence-based advocacy during budgetary dialogues to increase health resources. Last year, the MTEF process was fast-tracked due to upcoming general elections and the national and subnational governments had to move fast to prepare their evidence, reviews, plans, and programs.
