Revolution in Social Protection: Indonesia's Jaminan Kesehatan Nasional Insurance Program after Three Years
Even before it launched its single-payer national health insurance system in 2014, Indonesia had achieved coverage above 50% of the population, albeit with fragmented health insurance schemes across the formal sector and by targeting the poor. What has changed with the Jaminan Kesehatan Nasional (JKN)? In this session, Indonesian health financing practitioners, policymakers and analysts will present evidence on JKN’s impact, and lead a guided discussion on whether the scheme has increased coverage among the poor and the informal sector, and whether it is on a sustainable path as it scales up to universal coverage.

How Sustainable is Decentralizing Healthcare Financing to Municipalities? Promoting Devolution to Improve Resource Utilization, Accountability and Equity in Guatemala
In Guatemala, centralization resulted in public budgets that reproduce inequality and contribute to distortions in staff contracting, recurrent stock-outs, and limited implementation capacity. USAID-funded HEP+ explored ways to increase health financing by delegating health regulation, provision, and financing functions to local governments. We have found that intergovernmental transfers to municipalities could finance preventive, ambulatory, and emergency services

Cost of Providing HIV Care and Treatment Services in Private For-Profit Sector in Kenya
The government of Kenya is exploring partnerships with the private for-profit sector to scale-up HIV services cost effectively to meet the its national target adopted in 2016. This study investigated the cost of HIV services in the private sector, as well as financial barriers and opportunities to identify areas of entry points that will enable this scale-up strategy

Family Planning in Latin America's UHC Agenda
Over the past 50 years, many countries in Latin America and the Caribbean (LAC) have significantly improved access to family planning (FP), while, at the same time, adopting explicit declarations of universal rights to health and universal health coverage (UHC) goals. This presentation explores the intersection of both efforts in select countries to understand the implications of UHC for the sustainability and further growth of FP programs and how countries can most effectively integrate FP into their UHC-oriented schemes.
