Nicole Judice
HP+ Technical Lead for Monitoring, Evaluation, and Learning
Nicole Judice is the HP+ senior technical advisor for monitoring, evaluation, and learning and the country activity manager for Kenya and East Africa. She brings 18 years of experience in policy and advocacy, monitoring and evaluation (M&E), qualitative research, and capacity development. Nicole led the Health Policy Project’s capacity development support in Central Asia, trained nongovernmental organizations in advocacy, supported policy and capacity development in Kenya, and developed new approaches to monitor and evaluate policy reform. As a data demand and use advisor for MEASURE Evaluation, Nicole developed guidance and delivered training on using data for program management, policymaking, and M&E. Previously, she was seconded to the Russian Ministry of Health’s Central Institute for Skin and Venereal Disease to research improvements to the quality of care and referrals, strengthen behavioral surveillance, and meet the HIV prevention needs of sex workers.
