In 2015, the World Health Organization released new treatment guidelines that included recommendations to initiate antiretroviral therapy in children, adolescents, and adults with HIV regardless of CD4 count or clinical stage. These new guidelines, adopted by the Government of Mozambique in March 2017, can pose operational challenges given the changes in eligibility and service delivery guidelines. This costing analysis provides key evidence on the resources needed by the Government of Mozambique to make critical decisions and inform policy decisions to achieve UNAIDS’ 90-90-90 targets.
