In Indonesia, civil society organizations (CSOs) that provide HIV services are primarily supported by external financing sources. Because external financing support is expected to decline and many CSOs currently eligible to receive government funding are not accessing it, HP+ developed a tool that CSOs can use to estimate the cost of their services. These estimates can be used to prepare funding proposal budgets and advocate for increased government funding of HIV-related services. Although HP+ designed the tool to be used by CSOs based in Indonesia, it can be adapted for use in other countries.
