Social Contracting in Ukraine: Sustainability of Non-Medical HIV Services

This document explains the barriers and opportunities for social contracting in Ukraine for the provision of sustainable non-medical HIV services by local organizations. It is intended for organizations providing financial and technical assistance in Ukraine, as well as other relevant stakeholders, and answers questions about the sustainability of HIV services given termination of funding from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Recommendations outline the steps needed to set up social contracting for public health services, scale up social contracting as a way to procure social services, and launch social contracting to procure non-medical HIV services.
