This factsheet provides information for elected representatives, policymakers, and program managers about contracting with social organizations to provide HIV services in Vietnam. It explains what social contracting is, which organizations to contract with, why the government should work with social organizations, and the services that they can best provide. It also provides advice on what is needed to introduce social contracting in the country.
