Over many years of working on the national HIV response, Vietnamese civil society organizations (CSOs) have developed strong capacity for HIV service provision. To achieve full control of HIV by the year 2030, Vietnam must continue to develop and sustain CSOs’ HIV service delivery skills. Social contracting is a viable mechanism to support this goal. This document will assist program managers and the suppliers of HIV programs at all levels, especially those who provide community-based services, to understand the legal basis for the use of government budgets to fund HIV services provided by CSOs and the process to apply for funds.
