Opportunities to Catalyze Resource Mobilization for Family Planning in Senegal

Senegal’s family planning program remains significantly dependent on external resources and struggles with funding activities outlined in the country’s national family planning strategic plan. In collaboration with the Ministry of Health and Social Action and multisectoral family planning stakeholders, HP+ identified and evaluated four options for catalyzing funding, particularly domestic resources, for family planning with the aim of strengthening sustainable financing. Based on estimates of return on investment, government acceptability, and feasibility, HP+ recommends investing in budget advocacy and securing formal inclusion of family planning within the national health insurance benefits package, along with effective implementation.
