In fiscal year 2017/18 nine Kenyan counties allocated an average of 25.8 percent of their budgets to the health sector, but close to Ksh 2.7 million of those funds went unspent. This public health expenditure analysis, by Kenya’s Ministry of Health, with support from the Health Policy Project, analyzes the health budget allocations and health spending of nine “deep-dive” counties that received dedicated support through the project. The report compares how counties are using health sector resources, identifies budget inefficiencies, and offers recommendations to correct the underutilization of county health budgets and inform future policy decisions.
