In Indonesia, improving maternal and neonatal health outcomes is a national priority, however, mortality rates remain high. To address this, the Government of Indonesia is exploring the potential for strategic purchasing of maternal and neonatal health services. Strategic purchasing of health services is one approach to influence the efficiency and quality of health service delivery. This brief summarizes a landscaping review of the legal and regulatory context for maternal and newborn health service financing and purchasing in Indonesia. These findings were used to inform the Government of Indonesia’s maternal and neonatal health strategic purchasing policy recommendations.
