Complementary Use of Health Facility Funds for HIV/AIDS Activities in Cambodia: Guidance Note

In February 2019, Cambodia’s Council of Ministers ratified a policy circular (SCN #213), with the Prime Minister’s approval, consisting of six policy measures toward sustaining the HIV response and increasing allocation of resources for HIV. The third policy measure focuses on spending health facility-level income to complement HIV program activities. HP+ engaged with the National AIDS Authority to assess various sources of funds for health facilities and identified HIV activities that could be financed using health facility-level income. HP+ developed this guidance note to help the National AIDS Authority advocate with the Ministry of Health to issue policy clarification around the use of health facility income for HIV purposes. The implementation of this guidance note will ultimately help implement policy measure #3 of SCN#213.
