Health Sector Strategic Plan for HIV and STI Prevention and Control in the Health Sector 2021–2025: Costing and Financing Methods and Findings

With technical and financial support of HP+, Cambodia’s National Centre for HIV/AIDS, Dermatology and STD conducted costing and financing for the Health Sector Strategic Plan for HIV and STI Prevention and Control in the Health Sector 2021–2025. This report provides detailed costing of the plan’s strategies and activities for HIV for the period of five years to achieve UNAIDS’s 95-95-95 targets by 2025. The report also provides detailed analysis of projected funding from the government, the Global Fund, and PEPFAR for the next five years. The financing analysis draws from secured political commitment on domestic financing and the Fifth National Strategic Plan for a Comprehensive, Multi-Sectoral Response to HIV/AIDS domestic financing target of 50 percent. The report concludes with analysis of the resource gaps for each component and how this gap can be closed by public financing of civil society organizations and increased government contribution for antiretrovirals.
