Strategic Health Purchasing Reforms for HIV: Targeting Better Outcomes at a Better Price

This document summarizes findings and recommendations from analyses and consultations that have taken place among Indonesia’s HIV Strategic Health Purchasing Technical Working Group with support from HP+. Key areas are identified in which improved HIV service delivery arrangements tied to more efficient financing mechanisms can provide better outcomes for people living with HIV. In addition, the document outlines recommended financing and strategic purchasing arrangements and the potential for their impact in Indonesia. Next steps are suggested to move these recommendations forward, including through a pilot project. The findings serve as a basis for further consultation with government counterparts and key stakeholders.

See our related briefs on the potential role of social contracting and local governments in financing and delivering HIV services in Indonesia.
