This framework provides a roadmap that identifies the collective priorities of the National AIDS Authority, National Centre for HIV/AIDS, Dermatology and STDs, and their partners for integrating Cambodia’s HIV response into the strategic plans of the Ministry of Health and other ministries. The framework provides actionable recommendations across seven health systems strengthening domains: service delivery; human resources for health; procurement and supply management; health management information systems; governance, leadership, and accountability; health system financing; and community participation, systems, and response. Moving forward, HP+ recommends that the National AIDS Authority lead advocacy efforts to make the integration framework operational while the National Centre for HIV/AIDS, Dermatology and STDs lead on dissemination of the integration framework and advocates for incorporation of the framework into the Ministry of Health’s next 10-year strategic plan to ensure HIV services are effectively integrated across each domain of the public health system in Cambodia.
