This report presents findings from an assessment of the legal and regulatory framework for the government of Cambodia to direct funding to civil society organizations to carry out priority HIV programs. The assessment focused on civil society organizations working in the health and HIV sectors, past and current practices of government funding to civil society organizations in other sectors in Cambodia, as well as the implementation of social contracting mechanisms in Malaysia and Vietnam. The findings were used to develop social contracting guidelines based on the principles of transparency, accountability, competitive and fair procurement, cost-efficiency, and performance-based awards for Cambodia.
