In partnership with Indonesia’s Ministry of Health, Center for Health Financing and Insurance, HP+ conducted a research study to support strategic health purchasing reforms for maternal and neonatal health services. For this study, HP+ collected data from more than 100 public and private primary and secondary healthcare providers, including private midwives, and conducted interviews with local government representatives in 24 districts across eight provinces in Indonesia. Findings are summarized in two complementary reports. The first report provides findings on (1) whether multiple funding flows for maternal and neonatal health services incentivize high-quality care among primary and secondary healthcare providers and (2) if local government financing is sufficient for maternal and neonatal service provision. The second report provides findings on (1) whether the current maternal and neonatal health referral system is efficiency-oriented, (2) how healthcare providers are covering referral-related costs, and (3) if the current referral incentive scheme for private midwives is sufficient to achieve the right outcomes.
