Indonesia has maintained its commitment to universal health coverage and to establishing minimum standards for the delivery of health services. The report and brief provided here describe the results of a study that calculated the public costs associated with meeting 12 district-level minimum service standards. The latest minimum service standard regulation addresses the minimum quality of mandatory services at the district level to reach 12 target populations, along with detailed technical standards for equipment, supplies, and human resources to accomplish 100 percent of health service coverage within each fiscal year. The 12 standards address maternal and child health services for pregnant women, delivery, newborns, children under five, and school-age children; communicable disease services for tuberculosis and HIV, and noncommunicable disease services for elderly and productive-age adults, including services for hypertension, diabetes, and mental disorders. To help ensure Indonesia makes progress toward meeting its minimum service standards, the study recommends analyzing future service standards data through the country’s new Siscobikes electronic platform for data collection, strengthening service availability and implementation of minimum service standards in the private sector, and improving the cost efficiency of meeting minimum standards for school-age and under-five children through task shifting and task sharing.
