Male Engagement in Family Planning: Understanding Global Policy Barriers and Enablers

In this analysis, HP+ examines the policy environment for male engagement in family planning across 26 USAID priority countries for family planning. The in-depth analysis covers national reproductive health and policies for family planning and/or gender. HP+ presents findings from each country on how policies engage men and boys in family planning, categorizing countries as having a strong enabling environment, average enabling environment, or weak enabling environment and outlines critical policy enablers and barriers within and across countries. The report also offers priority policy actions that strengthen a supportive environment for engaging men and boys in family planning programs and services. Recommendations include: a call for family planning and sexual and reproductive health policies to position men more centrally as family planning clients; inclusion of strategies and protocols to establish a cadre of committed, well supported providers who can serve as champions for men as family planning clients; and a call to strengthen provisions to improve information and education that promotes male responsibility and the sexual and reproductive health needs and rights of women, men, and adolescents.
