This analysis examines how 13 HP+-supported counties allocate and use public resources for health. The assessment is part of a continuing process that will, over time, improve domestic resource mobilization. The key findings provide a base for decision making that can be expanded and built on in subsequent public expenditure analyses while recommendations provide concrete actions for improvement, with a focus on counties with poor and inconsistent performance.
