The Health Policy Project (HPP) in Kenya, HP+'s predecessor, turned its focus in its last year toward mobilizing domestic resources at national and county levels in an effort to achieve sustainable financing of Kenya's health and HIV programs. As part of this effort, HPP piloted an activity to build the capacity of 12 counties in program-based budgeting.
