National and County Health Budget Analysis FY 2015/16

In Kenya, national and county governments have been instructed to adopt a program-based budgeting (PBB) approach starting with the fiscal year (FY) 2015/16 budget. In order to help national and county policymakers understand how funds are allocated by different economic and functional areas and strengthen PBB, the Kenya Ministry of Health, with assistance from HP+, conducted a study to examine how national and county governments allocated funds to the health sector in FY 2015/16 and what areas these funds cover.
