Health Policy Plus: Applying Country-Led Sustainable Financing Initiatives in High-Burden Countries

There is a growing need to increase domestic resource mobilization for HIV programming to achieve epidemic control and meet international targets. PEPFAR's Sustainable Financing Initiative (SFI), led by the U.S. Agency for International Development, was launched in 2014 to explore whether catalytic investments in technical assistance, capacity development, and seeding innovative financing mechanisms can accelerate domestic resource mobilization for HIV and strengthen health systems. This brief outlines the SFI approach and how HP+ is using it to apply country-led sustainable financing initiatives in high-HIV-burden countries.

Health Policy Plus (HP+) is a seven-year cooperative agreement funded by the U.S. Agency for International Development under Agreement No. AID-OAA-A-15-00051, beginning August 28, 2015. HP+ is implemented by Palladium, in collaboration with Avenir Health, Futures Group Global Outreach, Plan International USA, Population Reference Bureau, RTI International, ThinkWell, and the White Ribbon Alliance for Safe Motherhood.
