This legal framework analysis examines the various laws and regulations that govern municipal financing and functions in Guatemala, and elaborates on the processes by which central government agencies must delegate responsibilities to the local level. In doing so, it seeks to clarify many of the misunderstandings about the permissibility of decentralization under the current law, as well as better align future actions and regulations to facilitate a process of sustainable decentralization.
